I am getting ready to file for my sister's family. Her family consists of herself, her husband and her 2 year old daughter. The question is do I need to file 3 different petitions for them with 3 different fees or just file one petition for all of them. Please advise.

Thanks

WRONG!!! You file one I-130 for your sister; US citizen petitioning for a sibling. This will be in the F4 family preference category. It will take about 11-12 years. No one can file directly for an in-law or a nephew or a niece. Your sister will be the primary beneficiary. Her husband and child will be listed on the I-130 for her and will be derivative beneficiaries. You will pay the single fee of $355 to file.

I don`t know about the details but it does take about 10-11 years

aaron2020 is correct  just file a petition only for your sister, her family (husband and kids) will be listed on the form I-130.

One more question. If sister is married, do I need to send in her Marriage certificate?

No need to send USCIS the marriage certificate. It is better to send exactly what is required and no more. See the "Guides" link for details on what you need to send in. The purpose of the I-130 is to established that you are eligible to petition for your sister. After the petition is approved, it will be sent to the National Visa Center to await for an available visa. Currently, siblings from India have been waiting 11 years to get their visas. When a visa is almost available, the NVC will send you another packet of forms to fill out. At that time, your sister will need her marriage certificate so her husband can get a visa too.
