I am preapring DS-230 for my parents. They lived in Paksitan 37 years back-1969 (currently living in bangladesh). Do they need police certificate from that time period?

Police certs are needed from every place live since age 16.

Police Records

Police records (also known as Character Certificates) are available at no cost from District Coordinating Offices, and take up to three months to obtain. There is no central police register in Pakistan, and applicants should therefore provide certificates from every jurisdiction in which they have lived for the requisite period of time. Police certificates are available by mail. Applicants currently outside Pakistan should contact the nearest Pakistani Embassy or Consulate for instructions.

Non-Pakistani citizens may have difficulty obtaining police records even if they are/were residents of Pakistan. Police records are unavailable to non-Pakistani citizens if they are/were not officially resident in Pakistan while present here (e.g., Afghan citizens staying in refugee camps.)

It the records are unavailable then NVC will accept the fact that they were not sent to them when processing documents.

i want a police certificate from pakistan.we havn't received the DS-230 package yet from NVC.do i need any form to show to the police officer for the certificate or can get it just by asking them that it's for US visa.

You can always print the form from the internet. Secondy you wont need the form to the certificate. What you need to do is go to the local police station and tell them you need a certificate. They will give you an application form, which you need to fill out and get signed by a government official. Attach a copy of you CNIC and passport along with that form and return to the police station. They then process it and issue you a certificate.
