Brother coming to US on tourist visa

Timeline

My 16 y/o brother is coming to US on tourist visa. I am a US citizen and have applied for IR5 visa for my mom. She'll be here probably by the end of year. Now, we don't want to leave him alone back home, as obviously he cannot come as dependent with my mom in IR5 category. Are there any options to convert his visa into permanent status? If he overstays illegally, what are the future possibilities? Does anyone know if illegal children are able to get admission into public schools or colleges these days?

Just an option we're considering. Any inputs appreciated. Thanks.

Timeline

Mother will need to enter the USA and get a green-card, at which point she can file an I-130 for unmarried child of an LPR, the time frame for this (F2B) class immigrant for most countries is 8-9 years.

Only other option is to enter the USA on a student visa, but this will only remain valid as long as is taking classes.

Is now a US Citizen immigration completed Jan 12, 2012.
