Back in Step 0, your spouse should have download, fill out, and sign the downloadable version of the DS-230. Depending on the country, your spouse may only need to fill out and sign part I because he or she will be sent part II by the embassy when the interview appointment is given. (This is called "Standard Processing" by NVC.) However, NVC requires that applicants from certain countries (called "Appointment Posts" or "Appointment Processing" by NVC) send in part II (filled out but unsigned), as well as original copy or certified copy of birth, marriage, divorce, police certificates, and various other records -- plus translations of everything. (This is so irrespective of whether you sent such documents in with your I-130 petition.)

You should find out as early as possible (e.g., at least by the time your NOA2 is approved) whether your spouse will have to obtain these extra documents and have her or him do so in order to have them in hand by the time you need to send in the DS-230.

We are not going through Mumbai but I'll try to pass on hopefully some info to help you, I know I post stuff on here and I'm lucky to get one response. You should try the LingChe NVC Short Cut:

http://www.visajourney.com/wiki/index.php/...he_NVC_ShortCut

Or just google "LingChe NVC Short Cut"

I do remember seeing somewhere on the NVC page where you click around to get to the U.S. Embassy in (whatever specific country)'s page, there you'll see specific stuff for that Embassy, but I'm sure it's the same for most places.

We haven't submitted the DS 230 package yet due to some issues (passport photos and police certificate), but we did fill out the form, we left the signature block blank on Part II but we filled the form out the rest of Part II. If you ever have an issue with something-filled out Part II or left it blank- just write on your personal cover sheet an explanation of why you filled in or left blank Part II. I'm not an expert but I'm sure they're not going to deny you the visa for filling in or not filling in Part II, just don't sign Part II until they tell you lol, but just write an explanation of what or why you did something. Hope this helps even if it's just a little. Good Luck!
