i-129f request for waiver

hi vj members.hope i could find the answer here.i was having my visa interview at consulate and sad to say it was revoked coz co was not satisfied with the relationship and he was not even gave me time to submit another proof of relationship. now my fiance abroad is planning to reaply for k1 petition and ready to give more evidence of on going relationship.but i read here in vj that 2 or more filed k1 petition must submit a waiver request.my interview was on feb.'09.my question:can we apply right away for i-129f together with the waiver request?or we still need to wait for uscis notice for our previous case to be close. im presently working in kuwait as a nurse where my interview was took place but im from phils so for our second time application for i-129f can i address my interview to phils even im still here in kuwait?

Send off the I-129 and the brief waiver request letter. That letter can explain in one sentence what happened to the previous I-129, and must include the USCIS A#. If your permanent residence is in the Phils, and you plan to return there, that is the address you should use. But if you are remaining in Kuwait, you will need to be interviewed there and they need your Kuwait address.

If you can prove a bona fide relationship the next time, you'll be in good shape!! Good luck.
