My fiance lived in Japan proir to her return to Philippines, a police cert will be required. My question is does the US Consulate request this from the Japan Embassy or will this be something we will need to do?

Request at the Japanese consulate in the Philippines (if there is one). My New Zealand fiance also lived in Japan for 4 years in her early 20's. She got the police cert from the Japanese consulate in Auckland. It takes about a month and was free.

We were able to request the police record from the Japanese Consulate in Auckland without a letter from the US embassy.

Cindy just showed the K-1 NOA1 and explained the situation. They were very kind about it. Philippine's Japanese consulate might be different though.
