There is a hotel called Otel Cevioglu in Ulus, but it's near a rather...shady area. If you take taxis around, you'll be fine. I remember paying 6-7 YTL to get from Kizilay to Ulus. I am afraid that is all I know...sorry. I suggest you also look at this site, they have some good suggestions normally:

Good luck....and btw, what do you mean cheap? We managed to get a room at that hotel for 50 YTL a night...not cheap, but better than a lot of places in Ankara...
