Missing NOA 2

My NOA 2 never came in the mail. I called USCIS and they told me I need to file form I-824, but that's a 340$ paper. Is there any way that I could get the NOA 2 without paying? Also from what I understand the NOA 2 is only needed at the AOS stage, is this correct?

Why do u need NOA2 now?

Your PAcket 3 is already at the embassy which was ffd from the NVC.

If u werent approved NVC wouldnt have u sent u the packet.

Correct - you'll need it for AOS.

Presumably you received your first NOA (NOA1) ; did you move recently?

If you did not move - USCIS should be able to see why the NOA2/Approval Notice was not delivered (undeliverable, etc) - In cases like yours - if you didn't move - I've seen USCIS re-issue the approval notice without you having to file the I-824.

We haven't received our NOA2 yet either. Either it is missing or is taking a very long time to be forwarded from Bahrain.

I haven't moved. I called and talked to an operator and a supervisor and they both said "it is standard policy to have to file the I-824 form" and to pay the fee. They also said it was sent out, which leads me to believe that the post system lost it. You would think that for a paper that is kind of important they would send it with something other than regular mail, which is not the most reliable.

How long can I wait to file the I-824? If I were to wait until she came and we were ready to file AOS, would that be too long?
