since i can't sign for my parents for ds3032, and the email is slow. so only leave me one option is that to send it to my parents and let them sign it and send it back to me, and i send to nvc, does it sounds right?

I did the following:

Step 1 - I emailed the form (DS3032) to my mom.

Step 2 - my mother printed the form, filled it out, and signed.

Step 3 - my mother sent it directly to NVC via regular mail.

My mother lives in Russia and the entire process took about 10 days.

Ds3032 via email is very slow. 15 days passed since email, still nothing. I think best option is now post mail. I am hoping by 2morrow I will get IV bill.

Just wanted to update you guys on my parents' cases. The cases reached NVC on 09/30/09 and I received the AOS bills and DS3032 forms in the mail on 10/05/09. I will pay the AOS bill for my mother soon and from what I hear on the posts, my dad's will automatically update.

Hi China babe, what we did is

I scanned the DS-3032, my wife and mom fill it up and signed and sent it to NVC via EMAIL.

I print the DS-3032 that they filled up and signed, and send it to NVC. NVC accept it on October 2 via USPS and AVR says they accept it on October 6.

Hi Pook I had filled for my little daughter too, and I have the same question, regarding the DS-3032 and also the I-864W, on both forms beneficiary sign is requested. I have researched here in visa journey if somebody has the same question (with an answer of course) but I havent found anything. I think that the obvious thing is that the petitioner sign in behalf of. But to be sure I will call USCIS costumer service, if I have an answer I will let know.

Yes you must include your birth certificate and any marriage certificates from your current and any previous marriages.

I spoke with a supervisor at NVC (his parents live next to my best friend) yesterday about the issues with the DS3032 emails taking 14+ days and the problems of getting signed DS3032 from parents.

He told me that if you have emailed the DS3032 to NVC you can print out a copy of the email that was sent and mail that to NVC. You will need to write in large bold print on the top right of the printed email "PAPER COPY OF EMAIL SENT --/--/--" The officer said that in this format it would be acceptable because they will have the email with senders info on record once they input the original email into the system.

He also said on the issue of paying either the AOS or IV bill before you get the NVC generated email will delay your case because when the NVC issue the email notice if you have already paid the bill it will reset the payment status to "NOT PAID" this then means that NVC will have to investigate the payment history for your acount to comfirm the payment. they are trying to correct this bug in their software but it will take a few months to happen. SO DO NOT PAY ANYTHING UNTIL YOU GET THE EMAIL FROM NVC TELLING YOU TO PAY.

USCIS 1-800 line will not beable to answer your question. You would need to call NVC and speak to a officer (press 1 then 5 to speak to a officer)

My understanding is that the petitioner can sign for a minor child, but I am sure NVC will be able to answer this question. Please post the reply you get so others will know in future.

Congratulations! Mine took 16 days too for them to input in their system my DS3032 via email. I have not receive any email yet regarding the paying of IV bill but on the Immigrant Visa website, my dad's IV fee is already showing. I can not access to my mom because I do not have her Invoice Identification Number. Don't they give that when they send you via email the AOS ACL? I'm wondering coz I did not receive anything. I only have my dad's Invoice ID number which I received along with the other docs via snail mail. Should I call again the NVC?

My mother got an e-mail from NVC telling her that the DS-3032 has been accepted. It took from September 22 until yesterday October 8th. I will let you know (specially mooninlove ant IT_1) when I get the IV bill. Please be adviced not to pay this bill until the you get the IV bill e-mail. Tay, it is great to have contacts with an NVC insider.

my problem is that my parents don't know English, so if i want to file the paper ds3032, i have to fill it out and send it to them, and they have to sign it and send it back to me, i need to make sure they do it correct before i can send it to nvc. so i think if the email ds3032 doesn't require them to sign it, might be better for me. what you guys think?
