do prescreeners have the right to refuse an applicant a visa? or maybe refuse an applicant to proceed to the CO interview? for what reason/s?

perhaps if they think an applicant's docs are insufficient?

Well documents not being sufficient isn't a reason to be denied and am fairly certain a prescreen can not deny a visa any way - it is definitely recommended that one prepare themselves for the interview (by reading the guides here and elsewhere) so as not to cause a delay in processing. :thumbs:

It is logical to assume that if the documents are not all there, or completed incorrectly then the interview could be delayed.

They collect the documents you are supposed to bring. I doubt the person collecting documents is going to say "Thank you, goodbye" it isn't their job. They turn your file over to a consulate officer and it is reviewed, if anything is missing they will let you know at the interview.
