:wow: They sent a letter asking my husband if he'd like to appoint an agent stating that international mail is not so reliable, but if he received this ridiculous letter he would have received whatever else they needed to send him. is this letter received by every beneficiary ?

Yes, unless a lawyer has been working on someone's behalf. In that case, the lawyer is automatically appointed as the agent. At least that's my understanding of it.

If you mean the DS-3032 form then yes.

Timeline

Anyone can be the choice of agent, petitioner, beneficiary, a third party. However you probably want to appoint someone in the US to be choice of agent, so they can respond to the NVC quickly, as international mail takes a while. I also recommend using the email format posted in the VJ wiki, to email the DS-3032 to NVC so you can save some time, while the hardcopy gets there.

Agreed with Queuedup, DS-3032 (selection of choice of agent) is compulsory and first step at NVC after case number assigned.
