On this NVC page and in a few other spots there is a statement that says:

Note: If it is the applicant's intention to adjust status with the United States Citizenship and Immigration Services (USCIS), please contact the National Visa Center before taking further action or making any payment.

Does anyone know who this is directed towards? I am assuming it does not apply to our situation since adjustment is an automatic result of the immigrant visa processing. Maybe it is for those looking to adjust while overseas??

If the intended immigrant needs a visa then NVC is involved.... otherwise they are not. NVC is trying to stop these people who do not need a visa because they are already present in the USA

It sounds like you misunderstand the specific meaning of the immigration phrase "Adjustment of Status". That's the term used for the process whereby someone who already entered the US as a nonimmigrant changes their status to be an "immigrant lawfully admitted for permanent residence" (aka LPR, aka Green Card holder), while remaining in the US.

If you enter on an immigrant visa (an IR-1, CR-1, or similar visa), then you never experience adjustment of status. At the POE, you are lawfully admitted for permanent residence, and there's no adjustment involved.

It's impossible to adjust while overseas. An alien who is outside the US doesn't have any status from which to adjust.

Anyway, there are two basic things you can do with an approved I-130, entirely separate. You can either use it to get a visa, or you can use it to adjust status. People getting visas abroad need to have their package forwarded to a consulate abroad so that their visa can be issued by the Department of State. People planning to adjust status need to have their I-130 package sent to a local USCIS office so their green card can be issued by the Department of Homeland Security.

That blurb on the NVC site is asking people who want to adjust status to contact the NVC, so that their package can be sent to the USCIS office instead of being sent to a foreign consulate (it probably should have been caught earlier and not sent to the NVC in the first place, but who can understand the exact procedures those bureaucrats use).
