I have read that people will submit before the interview, but in the 169 form, it says to submit the I-134 form. So when do I submit it? At the interview or when I send back packet 3 information? Thanks!

I submitted all the papers including I-134 (and supporting evidence) at the interview

packet 3 ONLY consists of 2 papers, DS-230 Part I and OF 169 + self addressed EMS shipping label. I-134 is submitted during the interview.

I believe the requirements are Consulate specific. Until recently, the I-134 would have been carried to the Bangkok Consulate, now it must be sent in.

I would either check on the Chinese forum or contact the Consulate directly with your question. If you already have received Packet 3, it should instruct you as well.
