I notice that many people show that bringing a sibling on an I130 takes 10 years. However, a friend of my husband's so he says just brought his sister over in 6 months-

Is there a difference in processing times depending on the country due to caps on certain countries- or should all applications take 9-12 years?

Your husband's friend did not file a petition for a sibling. Please find out more information and report it on this forum. I would be interested if that person took a different route. The only way to do it in 6 months if his sister came over on a tourist visa or fiancee visa.

The only way that I know of that a US citizen can petition for a sibling to immigrate to the US is with an I-130. The filing would be an F4 family preference category. There are five categories; Philippines, mainland China, Mexico, India, and everyone else. Right now everyone one else, and India, mainland China have waited 11 years for immigration visas. Mexicans waiting 14 years and Filipinos waiting 23 years.

That is un-heard of. I bet you there is a confusion somewhere. If there was such a quick way, I am sure our lawyer's would be offering to us.......
