Calling Vermont

I saw these instuctions in another post about calling Vermont Service Center

1-800-375-5283

Then press 1-2-6-1

Enter Receipt Number

Then press 3-2-1

Well my husband has been trying yesterday and this morning and when he gets to where he is supposed to type in the receipt #...he gets a recording saying this is unavailable at this time and the call gets ended

Has anyone gotten through to a person....yesterday or today
