The IMF and the World Bank are one of the main ways that developing countries incur massive debt - via lending to dictatorial regimes.

Democracies don't incur debt? Which "dictators" have been getting all the money lately. I doubt the bulk of IMF funds went to dictatorships in the last few years.

Regardless of who the money is going to now is not the time for the U.S. to be giving 100 billion dollars to anyone in a foreign country. Bad enough I have to pay for our own useless public workers projects Obama going to spend money on, I don't feel like paying for a bridge to nowhere in Sri Lanka too.
