co sponsor, change of consulate, and noa2

Timeline

I just got noa2 (sigh...), and I have few questions. First of all, I am a full time student so I will need a cosponsor. My dad was in a car wreck in 2001 and after a long battle with the u.s. government at last won disablitity (4 vertebra were broke, pelvis.... it was insane that it took almost a decade to get it). He was approved two weeks ago and will start receiving money in one-5 months (not a joke). My mother however makes more than enough to be my sponsor but because she is married to my dad will that rule them out as being sponsors? Second, while I was waiting for the noa2 my financee moved from one country to another (to study). I sent two letters to uscis to tell them to update their files, but when I called them they just said that they will have to pass it along to the nvc... So can I really trust uscis to pass along my letters? I will call the nvc tom and make sure... but I worry about it because so many cases blow through there in two days or less. What happens if they send it to the embassy in the Netherlands when it should go to Ireland? Thanks

Congrats on the NOA2.

1. No - your mother being married to your father will not rule her out to be a sponsor.

2. Contact NVC to make the change.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.
