2008 poverty guidelines for military

Ok, so im reading into the poverty guidelines and it says for 125% for a family unit of 3 I need to make $22,200. On my W2 for 2008 it lists that i only made around alittle over 19,000. I am in the military and the W2 does not list that i also make $731 a month for housing allowance and another $320 month for food allowance. All of my paystubs shows my extra allownaces plus my base pay. If added together i would make well above the 125%. Do you still think I would need a Co-signer?

If you are on active duty you only have to make 100%, which for 3 would be $18,310 for the 2009 guidelines. See link:
