Yep as long as you correct the reason the K3 was denied. They are completely separate visas.

Yes, you will also have to deal with the fact that your k-3 was denied, during the CR-1 interview.

Depends why the K3 is denied. If the IO feels that the marriage is not genuine and that the beneficiary is only in it for the green card, then likely the CR1 would be denied as well. If the K3 is denied pending further evidence, then there is a chance that the CR1 could be approved, if the additional evidence is gathered before the interview.

agreed. Once the consulate has documented that the cae was for immigration purposes, then logically, the chance that the cr-1 would be aproved would be highly unlikely.
