Can we process a waiver in a different country rather than your home country?

i have to ask for a waiver for overstaying, but since its gonna take forever here in Lima, can i process it in my husbands country (guatemala), he has dual citizenship... where we want to try living there to see how it goes.

You can only process your case in a country where you are living legally at the time of processing. So if you have legal residence in Guatemala and have your interview scheduled there, then you can process the waiver there. If you've already started processing in Lima, you would have to write to the consulate in Guatemala and request permission to process there. . .legal residence is the only way they'll approve and you'll need proof.
