If it takes several weeks to get an interview date and you are confident that you will have the police cert back then yes.

Just be aware that if you don't have the police cert back in time you will have to explain why you said you had it.

we recieved our packet 3 a week ago and im waiting for police report to be done, it takes 2 weeks or more

so can i send the packet 3 without it then bring it with me in the interview, just to speed up the process

Sorry I'm a little late to chime in here, but I just wanted to let you know that this shouldn't be a problem for the embassy in Tunis. In fact it's possible even if you send one now, they will request another one after the interview, before issuing a visa. That's what happened to my husband. I sent a police certificate (bulletin Number 3) into them before the interview that was about 5 months old. After the interview, she told him he was approved and said she was going to print the visa now and that he should return tomorrow with a new bulletin number 3 and she would trade him that b3 for his visa.
