Do the new versions of I-34 need notary?

not necessary. It clearly states it in the instructions that it is NOT necessary to have it signed in the presence of a notory

Timeline: 13 month long journey from filing to visa in hand

If you were lucky and got an approval and reunion with your loved one rather quickly; Please refrain from telling people who waited 6+ months just to get out of a service center to "chill out" or to "stop whining" It's insensitive,and unecessary. Once you walk a mile in their shoes you will understand and be heard.

Is now a US Citizen immigration completed Jan 12, 2012.

Just an FYI .. we got a set of instructions from the embassy, which clearly state that they want "notarized, original I - 134 from the petitioner". None of the banks would notarize them for me, since as you say there is no spot for the notary. However, I got them notarized at a public notary anyway, just to make sure we follow their instructions.

It will take time for them to update their instructions to match the new form. Again like the I-864 a few years ago, as soon as the jurat was removed from the forms the consulates began accepting the forms without notary even though their outdated instructions still said notary.
