A License allows you to get married, it is not proof that you ARE married.

The Certificate is PROOF that you are MARRIED.

You apply for a license to marry, get legally married, the executed license is returned to your county clerk or registrar's office court house etc.. (Depending on state), and they will issue a marriage certificate.

You send a photo copy of the CERTIFICATE in with I-485 when adjusting status.

The license

:no: They need the CERTIFICATE.

I have seen a few from California marry in Las Vagas because they can get a copy of marriage certificate the same day they marry, they apply for license, marry, hand carry the license back to the county clerk's office, and walk out with their certificate.

In our case, we applied for license at the town hall, married a few days later at the courthouse (town-hall), and the town hall mailed us our certificate the day after marriage.

Indiana can get the copies the same day too (Monday - Friday 8-4:30 or something like that)

Whatever they call it, the USCIS, NVC, etc, need the document issued by the civil authority.

11-MAY-2009: POE - JFK - Reunited and it feels so goooood!
26-JUNE-2009: Received 2-year Greencard in the mail!
17-May -2012: Received 10-year Greencard in the mail! No interview!

22-May -2013: Citizenship interview - Approved

Some states only use the "license", you get it, then you go to justice of the peace or someone else certified to do the marriage, they certify your license and your good to go. (it becomes your certificate).

States do have different laws, that is why it's always recommended to check the state your in first!

In Ohio- we need a license first (good for 60 days) then after the marriage, I will receive a marriage certificate, which is a piece of paper proving that I'm legally married.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.

In Indiana, you get the paperwork to have he official fill out and sign on the wedding day. You take that back in and you pay for how ever many certified copies you want of their print out. We got a copy of the application also since some things here require both.

marriage license is a requirement that you will get at Department of Health for you to get married and after your marriage you will get your marriage certificate it will take 6-8 weeks or less. Marriage certificate is the proof that you are legally married.

Look at your county government to see if you have a recorders office there. For California, at least for Orange County, we have a recorders office that records these types of things and then forwards that information to the state agency. We got the official marriage certificate with the county seal from them.
