I'm petitioning my parents to come and live in the U.S

I already paid IV Fee Bill online for each one of them and printed out barcoded cover sheets for DS-230 packets.

I keep calling the NVC and it's been saying "A packet of information and documents was generated on 2/18/2009 and will be mailed within the next few weeks"

Can I just go ahead and mail my parents' DS-230 packets? Will there be any problems?

Any answers will be greatly appreciated!!

I'd call NVC and talk with a rep. Chances are if you paid the IV bill and were able to print out the bar coded cover sheet then yes, you can send the DS-230.

Yes, if you paid online and are able to print the barcode sheet, you can send DS230. No need to wait for NVC to send you anything.

Go right ahead and send them in, you won't actually get a packet or need to wait, the AVR message is misleading. When you pay online no packet comes. Once you have your cover sheets you are good to go. I confirmed this with an NVC operator.
