The US doesn't care, but Japanese rules are their own. You would have to check with the Japanese immigration regarding their laws.

Immigration policy for Japan

Beginning Tuesday, Nov. 20, foreign nationals arriving into Japanese airports will be required to undergo additional screening according to immigration procedures. Upon arrival into the airport, foreign visitors will be instructed to scan their index fingers and immigration agents will photograph each person to obtain a facial photograph. Travelers are advised to allow extra time for this new immigration procedure in Japan.

Exemptions to this policy include any foreign visitors who are:

* Under the age of 16 years.

* Special status permanent residents.

* Engaged in activities which fall under the status of residence of "diplomat" or "official government business".

* Traveling to Japan based on an invitation by the head of any national administrative organization.

Use this site for reference about travel restrictions and requirements. Based on my read, this should not have been a problem.

Perhaps Japan requires people of her nationality to obtain a visa to enter Japan even if it's just to catch a connecting flight. You might want to check your embassy's website to see which countries require a visa even to catch a connecting flight. I've heard of people being prevented from catching their connecting flight because they didn't obtain a visa beforehand.

I stopped over in Tokyo on my way to Dallas from Jakarta, and stayed over night there to see old friends. Needed transit visa from Japanese embassy in Jakarta. It was pretty easy to get, and cost about 20 dollars (if I still remember that correctly). Check the Japanese embassy website in your country, and see what they say about transit. Might be different for each country. Hope this helps.

Whether you heard of it or not is irrelevent. Try immigrating to or visiting the UK (any country) from the PI by transiting the US and the same failure would occur. This sounds out of line for Japan though.

I didn't see this as an immigration issue. The traveler is laying over at the Japanese airport and then on to Guam. Why would they give a darn :blink:

For the same reasons the USA and many other countries do. Transiting a sovereign country includes entering a sovereign country and they get to make the rules. Again, that you don't understand why is irrelevant. If you want to know about travel and transiting requirements, go to the link I gave. Put in that you're traveling through the USA from the PI on the way to anywhere as a PI citizen with no other legal residency and see it tell you a visa is needed. The same site will tell you transiting Japan to go to the US is ok though. They care. Why doesn't enter into it.

Ask her the whole story, she probably did not attend CFO seminar. That is a requirement for K1 and/or first time immigrant. If you she didnt have it, then its the reason why they didnt let her fly fly away.

That's the likely explanation, as Japan doesn't require a visa for transit by Philippine citizens with up to 72 hour stopover.
