Translation of birth certificate

I found that translation has to be certified

And it has to be in the following format as I found on USCIS link

The certification format should include the certifier's name, signature, address, and date of certification. A suggested format is:

Certification by Translator

Now my question is can the applicant of I-485 translate the birth certificate and certify on his/her own?
