If I file my I-130 and apply for a K3 visa for me and K4 for my children, can my children travel between Canada and the US without having the I-130 filed for them? Does the K4 work as a multiple entry visa too even if I wait to file their AOS and I-130 until later?

I should of added that the children need to be able to go back and forth between Canada and the USA due to visitation agreements between myself and their father.

I am also looking at the K-3 visa because I understand that it can be done through the consulate in Vancouver Canada. It would cost me atleast $2400 for the plane ticket to fly me and the 3 kids to Montreal to do the CR1 and that is if I only have to go once. I was also worried that we might not get our interviews at the same time so than it would be even worse and cost more money. Does any know if I am right about the consulate in Vancouver doing K-3 interviews?

Yes, K3 and K4 allow multiple entry for two years. Vancouver does do K visa interviews for people who live in the Consular district. Sounds like you do. Generally, K3 and K4 aren't good choices but Western Canada is definitely an exception from a timeline standpoint. Balancing the travel cost issue however is the AOS cost for each of you.
