The Alien submits these only AFTER the I-130 submitted by the USC has been approved... DS-230 is the form

First, you need to file an I-130 petition to establish your relationship to the beneficiary (husband) and that you qualify to petition for him. The petition will be placed in the F2a family preference category; legal permanent resident (LPR) petitioning for a spouse. It can take up to 5 years for USCIS to approve the petition. Once approved, you petition will be sent to the National Visa Center. The NVC will send you more paperwork to fill out once a visa becomes available.

It will take 5 years for you to complete this process as an LPR. The only way to shorten the time is for you to become a US citizen. It takes a year for a USC to petition for a spouse.
