I-751: Ant's VSC to CSC Transfer Theory....

Hi Everyone,

Glad to hear that the VSC has transferred some more of its backlogged cases to the CSC. Hopefully transfer even more cases after that soon too. I don't know exactly how far the VSC has gotten in terms of working on which cases, and on which cases they are transferring exactly. But all I can say is that the VSC is a "very slow center" and very imcompetent in doing their job. I'm glad that they are finally "admitting their mistakes" by transferring their backlogged cases to the CSC. And yes, this recent VSC to CSC transfer is very exciting news too!

By the way, here is what I think is happening/will happen to the I-751 cases:

April 2008 (11 months) July 2008 (8 months) March 2009

And hence, by doing this, they will meet their "I-751 6 months average approval" deadline as promised... :innocent:

What do you think? Is the above information correct? Or am I just guessing? What do you all think about this "Ant's VSC to CSC transfer theory"?

Well while you are looking into your crystal ball, can you tell me your theory on what happens to those at CSC who've been waiting 4-5 months, and the VSC transfers show up? As an example, we have had our app in since Oct., many people passing us up on the CSC list. Now I'm starting to see VSC transfers who got to CSC in February getting approved. Do they go in the front of the line, by your guesstimate? Even ahead of CSC apps that are in waiting?

The same thing happened with TSC cases transferred to VSC and NSC cases transferred to CSC.

And it should be that way since transfers are exclusively an internal USCIS matter and don't have anything to do with the applicants.

Hi Married_My_love and Everyone,

First of all, let me stick up for all those who have filed at the VSC and say: Overall, we've been waiting longer than the CSCers! Some have been waiting as long as almost a year, if not more, for their I-751 applications to be approved. So based on the timeline as to when they submitted their application, cases should be prioritized that way, no matter where they are from and/or shipped to. After all, "first come first served". Imagine if you were stuck at the VSC for that long. I'm sure you wouldn't be too happy either. It doesn't seem fair that why one office would process files so quickly, yet at another office process the same files to quickly, so in that sense, everyone should get equal treatment there, even if it means transferring files....

I don't have a crystal ball (lol..I have a bulging round pregnancy belly, does that count?)...but....

As for the CSC doing its work, don't worry. From what I (and everyone else) have seen on how quickly they have handled cases, even with the NSC transfers, they have done really well on, and have met their "6 months or earlier target" already. The CSC has been working at twice, if not faster, of the speed of the VSC. So they will get everyone approved in time, despite having the extra caseload. I think they will work on all of the I-751 cases (CSC, NSC to CSC, VSC, TSC to VSC) all at the same time with no problems and I don't think that this transfer will make too much of a difference in their increased workload. In fact, I see this VSC to CSC transfer as a good thing, in terms of speeding up cases for everyone overall, as "the more cases that they see, the faster they will work". Lol...why the VSC didn't follow this "see more, work harder" method, who knows...

AntD I don't agree you on VSC being slow or incompetent. On the contrary VSC is the biggest and the most competent service center. I was frustrated with couple of applications with VSC in the past but I do think that they do a lot better job than other service centers given the amount of applications they are receiving. VSC handles the most populated and most immigrated states in the U.S. such as NY, NJ, PA, CT, MD, VA, DE, NC, SC, DC...etc. They are not only dealing with the most crowded family based immigrant population but also handling the states where most of the foreign students and workers are residing. I do not think an average officer at VSC is allowed spend too much time on a I-751 application which is not a high priority in the immigration process (for the government).

I do agree that VSC could have done a better job with I 751 applications in 2008; however, they have realized that they couldn't handle the work load early enough to direct the cases to CSC. If you know, in 2006 and 2007 TSC's incompetency created a 18 month + wait and a lot of frustration. Then TSC started directing the I751 cases to CSC, NSC and VSC to reduce the backlog. Finally in 2008 TSC and NSC threw the towel and the work is left to good old VSC and CSC. At this point, I think, VSC has done the responsible thing by sending off the cases to less busy CSC. TSC, NSC or CSC would have never done the same thing.

Both CSC and NSC have a very bad record of handling certain types of cases. Few years back CSC was very slow in I751 applications. Also NSC had a huge I140 backlog. Overall TSC and CSC are notorious for loosing cases! VSC meets its goals and never creates a big backlog. I haven't heard too many lost cases on VSC either. There is much more to say about the service centers and the poeple directing (and their relationships with certain corporations...) but dealing with the immigration system for a while I do think VSC is the best among them.

I hope your wait comes to a happy ending very soon....

I believe that I was transferred with the first group on Feb 11th and "nothing" so far...not even a "touch"...Waiting since Jun 2008.

So I think those folks whose case is transferred to CSC from VSC should hear from CSC in a 2-4 weeks.

Here are my thoughts.

- VSC is almost done with March 08 cases and are doing April and May 08 Cases so those who filed might hear from VSC in 2-4 weeks or may be by end of April.

- VSC transferred June, July, August, September 2008 cases for sure to CSC for faster processing.

I love reading your posts especially the ending notes.

AntandD Seriously i would suggest start writing an auto biography or a novel or book. I see great potential in you as a writer/author. I am sure waiting for the GC with pregnancy is double pain,

Ant, I re-read my post - I hope you don't think I was been a snothead. I wasn't and mostly my post is based on paranoia. And I do think that if someone has been waiting since June they should go before someone posted in October. I have just been getting that un-easy feeling as I see people getting approved that have app'd months after us.

And also wasn't being mean about the crystal ball, I think I thought I was being 'humorous' - anywho, I thought if you could look into any shiny object and tell me what has gone wrong with our package, hee hee... :thumbs: you get my drift.

Thanks for reading my post and for replying to it. Thanks Everyone, for liking and agreeing with my "theory"! Here are my replies to you too:

USCIS_VICTIM-Ok, so there is some good and some bad with the VSC, and with all other USCIS service centers too. Glad to see that you had good experiences with the VSC and that you are happy with their service. That's interesting to know the "history" behind how all the service centers are dealing with I-751 cases, so thanks for mentioning about that. I agree, it doesn't seem fair that the VSC handles the most populated and immigrated states in America, and thus get more of their fair share of the workload. Maybe they should have distributed the workload more evenly with all the centers, as they know that such a higher workload can create backlog with all cases. So on that note, it was a good idea that they recently started transferring I-751 cases at the VSC to the CSC to help with this problem. I wish though, that they would have done this earlier, as it doesn't seem fair that people would have to wait longer than they should have because of this mistake. As well, they should re-consider the way that they prioritize I-751 cases, as I feel as though it is equally as important as other cases there (lol..for $545 and a long wait afterwards it should be a priority!). I definitely agree that overall the USCIS does need to do a better job, as I'm sure it doesn't take that long does it actually take to look and approve an I-751 case! Besides, isn't it true that "the faster you work, the more you get done?"

On a positive note about the VSC: I got my 2yr green card approved in 3 months at the VSC.

Then why then does it take 6 months+ for the same information on a 10yr green card?

I hope too, that you don't become a 'victim of the USCIS' (lol..aren't all we VJers "victims of the USCIS" too?), and that you wait comes to a happy ending soon.

AntD I don't agree you on VSC being slow or incompetent. On the contrary VSC is the biggest and the most competent service center. I was frustrated with couple of applications with VSC in the past but I do think that they do a lot better job than other service centers given the amount of applications they are receiving. VSC handles the most populated and most immigrated states in the U.S. such as NY, NJ, PA, CT, MD, VA, DE, NC, SC, DC...etc. They are not only dealing with the most crowded family based immigrant population but also handling the states where most of the foreign students and workers are residing. I do not think an average officer at VSC is allowed spend too much time on a I-751 application which is not a high priority in the immigration process (for the government).

I do agree that VSC could have done a better job with I 751 applications in 2008; however, they have realized that they couldn't handle the work load early enough to direct the cases to CSC. If you know, in 2006 and 2007 TSC's incompetency created a 18 month + wait and a lot of frustration. Then TSC started directing the I751 cases to CSC, NSC and VSC to reduce the backlog. Finally in 2008 TSC and NSC threw the towel and the work is left to good old VSC and CSC. At this point, I think, VSC has done the responsible thing by sending off the cases to less busy CSC. TSC, NSC or CSC would have never done the same thing.

Both CSC and NSC have a very bad record of handling certain types of cases. Few years back CSC was very slow in I751 applications. Also NSC had a huge I140 backlog. Overall TSC and CSC are notorious for loosing cases! VSC meets its goals and never creates a big backlog. I haven't heard too many lost cases on VSC either. There is much more to say about the service centers and the poeple directing (and their relationships with certain corporations...) but dealing with the immigration system for a while I do think VSC is the best among them.

I hope your wait comes to a happy ending very soon....

Immigrant2009-Thanks for your compliments here about liking my posts and for suggesting that I have potential to be a writer/author... :blush: Actually I am seriously thinking about writing a book about my life experiences, as I enjoy writing and have written much non-formally before, and have been through a lot in life to write about such. And yes, there is still "so much more to live, and so much more to write about" too.

I like those other "book titles" that you suggested before too: "Ant's Journey To America" and

"A tale of a Canadian citizen going through the painful US immigration process...". The first title is something that I could consider using. Lol...and actually the second title should really be: "A tale of an Ant who went through the unpainful Canadian immigration process and is going through the painful US immigration process" (but that's another story....)

Meanwhile, my husband and I are working on our home business, which coindicentially involves my husband selling his own book (it's about an analysis of America's social issues), his artwork, and our creations. (For more information about our just-completed website, anyone can feel free to PM me about it.) Funny, how we actually met through an online writing group, as we both love to write too.

I agree, it is somewhat of a "double pain" to have to wait for both, more so physically for the pregnancy and emotionally for immigration. You're right though, in saying that in the end, that my "joy will be doubled", and I hope that all goes well for both too. Funny, how I can wait for both at the same time, and do nothing about it but wait in the meantime...

Married_my_love- No, I don't think you were a snothead at all. I understand how you would be frustrated in waiting, and have others who submitted their case after you get approved first. I feel the same way too, and I'm sure many other VJers likewise feel the same way about "getting passed by from others ahead of the line". The bottom line is: It's not fair that the USCIS does not honour the "first come first served" rule, as people regardless of where they have been waiting at, should have their files processed and approved, according to when they submitted their case. If other businesses have the same rule, then why can't the USCIS? Oh well, hopefully things will change...

I didn't think you were being mean about the crystal ball at all, and yeah, I get your drift there. Lol...likewise, I was just being humourous too (by the way, I like the Canadian "our" spelling in "humourous"), when I mentioned about the "bulging round pregnancy belly". And yes, I would like to know too, as to what happened to all of our I-751 cases that are still waiting to be approved! Hmmm...let me look at my "bulging round pregnancy belly" again for the answer....no answer from here (except for a few kicks here and there from time to time...but I can tell you that it's more "stretchy" than "shiny".... :lol:

Anyone else out there on VJ have a "shiny crystal ball" that can predict the future for us?

Ant, I re-read my post - I hope you don't think I was been a snothead. I wasn't and mostly my post is based on paranoia. And I do think that if someone has been waiting since June they should go before someone posted in October. I have just been getting that un-easy feeling as I see people getting approved that have app'd months after us.
