Not biological father!

What will happen if a naturalized USC trys to bring [petitions] her "non biological" father of 40 years.

USC daughter wasn't adopted. Can she bring him if she was adopted?

DNA test would be negative.

Can she petition him just as her stepfather?

The fathers name is on her BC.

To file for him as a Step-Father he would need to be married to your Mother and the marriage must have taken place before your 18th birthday.

Sorry but if he did not adopt you and he did not marry your mother then there is no visa available for him to immigrate to the US as a family member.

He did marry mom and it was before 18th birthday.

Then you can file a I-130 for him as your step-father. The instruction page of the I-130 tells you what evidence you will need to submit for him.
