"Permiso de Salida" (Cuban exit visa)?

Timeline

My fiancée is worried about getting permission from the Cuban government to leave. She has her passport. What else does she need? Last year Raul said that the "tarjeta blanca" would be abolished and Cubans would have more freedom to travel. But my fiancée says that the government doesn't allow medical or education professionals to leave. Can anyone tell me more about the "Permiso de Salida" that she needs?

by her passport, do you mean the passport with the US Visa? she then needs to go and apply to for the EXIT PERMIT from her local "immigracion" office and ask them what the current policy is, DON"T QUOTE ME ON THIS BUT, if she is a doctor then she will need to have served her PUBLIC SERVICE time (3 to 5yrs?) same goes if she graduated from a university (2yrs) she needs to go in person and find out though because that its the best way...
