Hi,

No, the embassy will not notarize anything for you. Any notary in the PI will do, IRS isnt that picky. I just had my wife make a color copy of bio page of passport and her PI DL (they need two forms of picture id) and had it notarized, then for my step daugher her bio page and school id. Thats all you need...and original signature on w-7 and 1040.

I have been dealing with this issue recently myself. The latest I've been able to read is that the officers at the US Embassy are not authorized to notarize a Philippine passport. What is reccomended is to go to the nearest DFA office where the passports are issued, and get a certified copy of your passport. You will receive a copy of the biographic page which has been certified by the DFA. Submit this along with a xerox of the pages of the passport with information or stamps, along with your tax return and the W7 form.

The Embassy Consular officers can authenticate originally signed birth certificates and marriage contracts issued by the Philippine National Statistics Office (NSO) (Obtaining Public Documents) in Quezon City, Philippines in support of applications for US taxpayer ID numbers, ITIN (W-7) application (Tax Assistance). Other documents required by the ITIN (W-7) may be certified by the issuing agency or official custodian of the original record.

Fee: $30(or its peso equivalent per transaction

if i understand it right, i have to get a certified copy of my passport at DFA and then have it notarized at the US embassy? before i have to send it to my husband who will file for my ITIN in the States.

so a notarized colored copy of my passport and driver's license will do...

together with the w-7 and 1040..

another question on the w-7, i have to signed it? or my huband who will be my delagate?

and on the delegate relationship to applicant should i checked power of attorney?

also i have to fill-up the 1040?

My asawa went to the DFA Regional Office in her province and they generated a certification letter with signature and seal that I included with our W7 attached to my 2006 tax return. I sent a color photocopy of the biographic info page from her passport with the letter.

1) I agree with Gen. It is the Spanish way. My NBI clearance has the “y” and the “de”. “y” is to denote mother’s maiden name and “de” is to denote married name. For example, Jackie Kennedy’s (Jacqueline Lee Bouvier Kennedy) NBI clearance would appear as:

BOUVIER de KENNEDY, JACQUELINE y LEE

oh.... right... sorry 2hearts... I knew there something was a little askew in what I said :blush:

'de' for married or last name... 'y' for middle name...

We are hoping for a fast clearing of our so-called general review. I hope it is trully a general review only, thanks everyone for there help and support.

We will keep preying and hoping too be together soon. We have so much plans that are on hold. But life will go out with or with the help of the USA. hehehe

Did you have any changes on your Birth Certificate? Was the BC late registered? Was there anything at all unusual about the Cenomar or NBI? Any idea at all why they put you on AR? I wish you the very best and speedy adjudication.

I don’t think she had any changes too her Birth Certificate (but we know it had errors on it with her mother using her father's last name: reason unknown. also she noticed that her mom age was wrong at the time of her birth. When she was at the NSO, she asked about fitting the errors and was told it would take 6 months. So we took a chance on them letting it go with out fixing it.

I don’t think her Birth Certificate was registered late.

We didn’t notice any issues with her Cenomar or NBI nor did they say anything about them at the interview.

When she was done with her interview, she was given the PINK paper that has a list of things that was required too bring too them. It was blank and she was told that was good that it is blank.

She was told at the time of her interview that it would take a week too review her case. When I called them the day after, i was told this general review would take 4 to 6 weeks too clear.

So the reason why we was put under AR is a mystery at this time.

thanks dims1 and Michael and Milahjean. we were worried coz many of the uploaded examples here are colored while we received b/w. wish i could've just emailed rather than send it. could've saved $50 but it's not worth taking risk that will delay this process even more. my wife got her package at the time FedEx promised, 2 hours earlier than scheduled. so st. lukes on monday for her.

my wife went to the DFA. lines are terribly long. we were gonna pay someone to "hook it up" but he wanted about 1,500php compared to i think 150php. we opt to do it ourselves since we had time to do it. the process took roughly 10 business days to get the DFA documents. she sent it to me and now i'm gonna be filing my taxes on sunday. i will also make a copy of the W7 to bring with us to the interview.

Hi,

As far as the ITIN, w-7, and taxes are concerned. You can go to dfa office but its NOT necessary. You guys can save yourselves alot of time and aggrivation by just making a color photo copy of passport and a second picture id like drivers licience and just have it notarized...no need for special dfa certification ect....the w-7 and 1040 must be signed by the philippine spouse. You can have sign the forms and fill them out when they arrive in the mail. The w-7 along with notarized copy is sent along with 1040 to the address indicated in the w-7 instructions, not to the usual tax processing center.

Jazzy, are you sure about this? That is, have you filed your taxes with W-7, and your wife received her ITIN? The reason I ask is because what I have read says that the notaries in the Philippines are not authorized to notarize U.S. documents per the Hague Convention.

Besides getting the certified document from the DFA, you can also use obtain help from abroad using an Acceptance Agent, and the only one in the Philippines is in Angeles City.

Hawaii would not accept my daughter's IDL but maybe it was because she is 17... may be different for every state, so check the requirements. Ken

If I may chime in here - Jinky has a Philippine Driver's License and our plan is to have her get an International DL before she leaves for the states so that she can legally drive here right away. That might be a preferable route to take considering all the other hoops one has to go through once they have arrived in the US.

I was told that only the issuing agency can certify/notarize a document like a passport so in this case it would be the DFA. Looking at the instructions on the W-7 it says that if the original or a certified/notarized copy is submitted that is all that's necessary. Otherwise there's a list of optional proof of identification. The way it reads to me is you need either the original passport or a certified/notarized copy or 2 of the optional ID methods - the passport isn't mentioned as one of them though. It's very confusing.

My babys visa is now with delbros. She had talked to an agency that hold her a flight without a visa. I end up buying a ticket on this end because one site jumped up by $1k today.

What I want to share is how much one travel agent went out of her way. I regret not ending up using her due to my impatience. She (darlene) at the travel agency had good follow up, good pricing, and even did a preliminary confirm of one airline since another was no longer available while she could follow up on the first to try to get a better deal. She wanted to make sure we got the requested date for similar pricing. Unfortunately, the price jump I saw on one when looking myself on one site put me in the emergency mode and I bought one a ticket on orbitz I found that was somewhat reasonable. Overall I spent more than I needed and feel bad for the agency that I know was truly helpful......

The short point to this story is, if anyone would like a good travel agent in manila, the information is below. The lady's name is Darlene and I have no doubt that the service will be great. They also have an YM that can help with the communication.
