US Embassy in Singapore

hi! my fiance's application for k1 was received at the calif service enter 30 jan 09. we indicated there that the preferred embassy for my interview would be here in singapore since i am currently working here since september 2007. problem my employment visa in singapore will be canceled by next month due to unforeseen circumstances. at the present economic condition, i might not be able to find another job here but i can still stay in singapore on an extended social visit pass (meaning tourist visa).

as i have checked the US embassy site, it specifically stated there that only residents will be accommodate by the embassy. would the US embassy here in singapore accommodate me or will our application be re-routed to the philippines? if i apply for a student visa, would that be considered by the US embassy to process my application?
