I am waiting for them to take more action. is there anything anyone would recommend doing while we are waiting? also once this petition is approved can my wife move to the U.S on the 2 year spouse visa?

There is lots you can be doing while you are waiting for the I-130 to be approved. Start by having a read of the guide you will find it here http://www.visajourney.com/forums/index.ph...page=i130guide1

You can also have a read of the shortcuts to help speed thing up http://www.visajourney.com/wiki/index.php/...he_NVC_ShortCut

While you wait, the best thing is the educate yourself about the VISA process, and read more about the NVC process. There are shortcuts like this which will help you fly through the NVC process and will cut short the time from 2-3 months. The record time at NVC using these shortcuts have been 13 days.

Your wife can't move to US with 2 year visa after the approval of petition, but more likely she will have to go through the entire process which is NVC and then interview stage at Tokyo consulate. Once that is done and VISA has been issued she can move to US with 2 year or 10 year visa depending upon how long you two have been married.
