I got naturalized just few days ago. I am married and have two sons before that, my family still overseas. I put an I-130 application for my wife and kids over two years ago. Can I obtain certificates of US citizenship for my two minor children and get them US passports as the result of that while they are still oversaes? or should I put an I-129F for my wife and our children and obtain K3,K4 visas for them? Please advise.

no, in this situation they need to have entered the USA... once here they can get citizenship

upgrade I-130 ! Did you file for your wife and children separately? Each needs one I-130 now that you are USC.

and kids need to be permanent residents before they can become citizens.. even if for a second.

That means if you go with I-130, they will become citizens the moment they enter USA... If they come on K4, you still need to file for adjustment of status for them.. children's adjustment will depend on your wife's so K4 would be "not so straight" route ...
