I would like to apply the green card for my brother. He is currently an F1 visa student. We have all necessary / required documents translated.

Will he need to go back to the home country for adjustment status? I am a US Citizen.

He said that his lawyer was against it because he will have to stay abroad until he receives the interview. If he is still a student here, can the status be adjusted here?

I realize that this is a low priority green card and it is subjected to quota system.

Just like to hear your opinion. Thank you.

For you to file for an immigrant visa for your brother you are looking at a very long wait, they are just issuing visa's to people who applied in 1998. so you are looking at about 11 years before a visa would be available for him. There is no way that he will be able to remain in the USA after his F1 status has expired, he will have to return to his home country and wait for a visa to become available.
