Lincoln Bicentennial naturalization ceremony in DC

With the big ceremony on the 12th of April causing some Fairfax applicants to have their oaths delayed (as same-day interviews are evidently being cut back), will this also affect other nearby offices such as Baltimore and Norfolk?

I have my interview scheduled late March in Norfolk, and I've got my fingers crossed for a same day ceremony. Does anyone have any Norfolk info they could pass along?

11/14/08 - sent off N-400 to Vermont Service Center

11/18/08 - NOA stating app sent to National Benefits Center

11/24/08 - NOA giving fingerprinting appointment

12/18/08 - fingerprinting appointment

An even better question is this: My wife has passed her test and is waiting for her oath letter. Can she volunteer to take the oath at the Lincoln Memorial? We are going through the Atlanta District Office but would happily re-arrange our travel schedule and drive up to DC.

My guess is: no. But it would be interesting to know how people are chosen.
