The DS 3032 Form must be signed by the beneficiary, so if you want to save time your spouse can email it, just look at the sample in the shortcut....

DS3032, does my wife needs to signs it, or she can just email it?

if you do the DS-3032 by email send it using the beneficiary email address since it suppose to be them making the choice.
