How do I obtain the police records for my wife who has previously lived in the United States for more than 6 months? It says she will need finger print forms but I do not know how to do that unless she were to send these in from Japan?

according to this

To obtain an FBI clearance, go to a local police station, FBI field office, or Immigration Service Center and obtain a fingerprint form, fill out the form and get fingerprinted. Mail the card with a certified cheque or money order for US$25 made payable to the "U.S. Treasury" to the following address:

FBI

CJIS Division-Attn: Special Correspondence -

Mode - D2

1000 Custer Hollow Road

Clarksburg, West Virginia

26306 USA

Include a letter stating the request and reason for the FBI Clearance certificate.

A resident of the US can obtain a police clearance through their local police station.

Should she finger print herself from Japan, send me the forms, and I send them to the FBI? I am very confused on this??

She could go to Japanese police station and have her fingers printed in a finger printed form. then send it to the FBI

NVC:

Note: Present and former residents of the United States should NOT obtain any police certificates covering their residence in the U.S.

http://travel.state.gov/visa/immigrants/in...195.html#police

This is handled when USCIS/NVC/Consulate do name checks.
