There are a few separate issues.

For travelling domestically inside the US, a drivers license or state ID issued in the US is enough to board an airplane. No green card or passport needed (many US Citizens have neither).

A separate issue is that he should probably maintain a valid British passport, just in case he should have to travel internationally on short notice for something like a family emergency. He should contact the nearest British consulate to see about the procedure for passport renewal. Renewing his British passport is strictly a matter between him and the British government, and doesn't involve US immigration authorities or the removal of conditions process.

Furthermore, while he's awaiting removal of conditions, his I-797 notice of action, together with his old (expired) 2 year green card, should allow him to travel internationally, as long as he's got a valid passport from his home country. As soon as they receive the I-751, his green card status is automatically extended for one year, and can be extended further if it takes the USCIS longer than that to issue a decision on his I-751.

Finally, though it's rarely enforced or checked, all non-citizens are required to carry evidence of status at all times while in the US. So he ought to carry his expired green card and a copy of the I-797 with him at all times, but chances are very remote that it will be checked.

What I know is that when you travel out of the country, you always have to carry a VALID passport.
