Well, Clinton actually ran deficits 1993 and 1994. But due to panic of Millenium-bug (interestingly, North America was where most panic was; Europeans, especially Hebrideans would have taken it stoically) result was M-b-fixing IT boom (and post-Bubba IT bust due to 2000 passing without foretold disasters) which led to much revenue and surpli (is this correct plural of surplus?).

Ergo, no choice--0bama will have to develop his own plan.

So he just needs his own Al Gore?

Jindal will have more executive experience than the current president running things on his training wheels. Obama spent most of time gracing magazine covers and doing very little for the last 5 months. The guy knew he was in going to be in the White House after taking Clinton out.
