Here is what they say online:

Application Type: I90, APPLICATION TO REPLACE ALIEN REGISTRATION CARD

Current Status: Case received and pending.

On February 9, 2009, we received this I90 APPLICATION TO REPLACE ALIEN REGISTRATION CARD and request that we waive the filing fee. We have waived the filing fee and mailed you a notice describing how we will process your case. Please follow any instructions on this notice...etc.

Is this notice a good sign since they accepted to process the case without any fee so fast (10 days after received I-90)? Has anybody recently filed I-90 with Texas Service Center and got the same NOA? I have just discovered that they changed their timeframe from 4 months to August 24th, 2008.

I hope so, getting a bit nervous because they changed the processing time on Feb. 25th. Now I am patiently waiting for NOA2, and CRIS is my best friend and I love when he emails me. B)
