Respond to I-864 delayed..Need help

My wife came with K3- visa in Dec 2007.; it expire on Aug 2009.

I also applied for CR1 track at the sametime, her I-130 approved on same time (dec 2007).

After few months INS send request to send I-864. However, we did not respond to that time.

Can we still send I-864 and proceed with rest of CR1?

Any advice will be appreciated.

I think yes you can but she'll have to go back to her home country for the interview... otherwise she'll need to adjust her status...
