canadian police clearance for moroccans living in Morocco

Hi

I hope somebody can help with this cunundrum we are facing ..

We are at the stage of collecting papers for the submission of DS320 .. for CR1 (the beneficiary is from Morocco)

beneficiary lived for 2 years in Canada and we have to submit a police clearance from Canada for the 2 years ..

Now here is the issue the GRC (Gendarmerie Royale De Canada) say . that a person living outside Canada

need to go to a local police station get the fingerprints done and then send them with fees and a cover letter ..(it takes about 120 days ..which is another story..)

We went to the moroccan local police station but we were told NO WAY , Morocco by law, does not give fingerprints to its citizens

for fingerprints .. they only deal with other goverments' agency through official channels..

I called the NVC like 3 times and all they do is read to me the passage form same site of Canadian police ..

we e-mailed the consulate of USA in Casablanca and they reply with same thing ! (that we need to follow canadian suggestions , which brings

me to wonder how on earth usa consulate is not aware of the fact that Morocco does not give fingerprints to regular citizens !)

Now we are at loss , we are trying to see if we can get the canadian embassy in Morocco (Rabat) to help

Does anybody from Morocco (or similar country where can't get finger prints) have to deal with similar situation

and what was the solution ?
