Police clearance cirtificate from passport office

My mom's application has been approved by USCIS and now NVC is asking for "Police clearance cirt. from passport office" she has tried several times at Ahmedabad regional passport office but they are asking for an interview latter to issue the cirt. i spoke to NVC and they said her file can not be prosess any further with out the cirt. that means there will be no interview latter coming ...this stone edege passport office people just dont listen or try to understand the problem.

any solutions ???? PLEASE NEED HELP

I am having the same problem. They are even asking my wife to change her passport so her middle name is my first name. I called NVC and they are aware that indian passport office is not giving the passport clearance certificate until after the interview date is set. Just obtain the normal police certificate from your local police station and that should be sufficient for DS 230. Call NVC..live person until 12 am ET
