NOA2 approved, interview and docs question?

I have a question about the interview thing.

Marina and I got our NOA2 about a week ago. My sweetie has a young daughter, whom I listed on the petition. I provided birth certificate copies and information about her daughter. The father of the daughter, my sweetie's ex-husband has been out of the picture for a number of years now since their divorce. He hasn't paid any of the child support he was supposed to. He has been completely absent from her daughters life. Marina and I are under the impression that when the interview comes, we are required to have a document from the ex-husband that allows her daughter to leave the country. The problem is, he's an unreliable drunk and is unlikely to get off his #### and do the document. He has stated he'd do it before, but then went back on it and ended up disappearing for a few months only to turn up 1000km away and drunk. What can we do? Do we even need this document? Please assist.

Some consulates require a statement from parent releasing custody of child before they will issue a K-2 visa.

You know, one of the good things about the absolutely pervasive corruption in Russia ad Ukraine, is that you can get anything for a fee. Usually not too big a fee either.

We had the same problem with my wife's ex. So common in Russia and Ukraine. Good thing he WILL get off his a$$ for SSS. Pardon the typo pun, it was intended. In our case, my wife's ex WAS paying his child support and she signed a document releasing him from shild support which I immediately replaced to her, PLUS. So there was no damage to her, financially. Most Russian and Ukrainian women struggle very hard on very little, don't make her pay for this (I presume that cavet is unneeded). Since he hasn't been paying child support, I would suggest three routes.

1) Find the no good drunk, give him a letter to sign with $100 dollars attached. For a drunk, who probably makes less than $200 a month, that will usually do the trick. If he is in Moscow, better make it $200. Too bad, in Ukraine you could probably do it for $50.

2) go to any attorney in Russia (refreshingly cheap compared to here) and file a court action for recovery of child support. Have the attorney prepare a release letter and offer to drop the case if he signs. You will probably pay the attorney about $100 "black money" to handle the case ahead of her usual government cases for which she gets $200/month.

3) If 1 & 2 above do not work, file a court action for sole custody, not as difficult or lengthy as in the USA. Because Russia has no abundance of private attorneys their courts are not clogged up with BS like ours and you can usually get a hearing in 1-2 months, probably long before you need it if you are ahead of the game.

4) You WILL need either a letter or the court order at the interview.

I am reminded of the saying my father told me, he always told me to keep at least $700 in the bank, as "there ain't much a man can't fix with $700 or a .30-06" In Russia it is more like $200-300

So for my fiance's K1 interview we need to have documentation for her daughters eligibility for a K2? What exactly do we need? From what I understand we need a document that says she has full custody of her daughter from her ex-husband, and his parental rights are terminated. Is this correct? She has to release him from child support payments (which he doesn't bother to pay anyway). I am not sure exactly what I need to bring. When I look on the Moscow consulate website about K2 visa for her child, and info on the net, it seems fairly nebulous. I can't seem to figure it out. Will my fiance not get approved for her K1 if the documentation for her daughters K2 isn't finished? I am confused.
