My wife who became a USC will be bringing her parents here. We're in the process of doing the I-130. We've done the DS3032 assignment of agent. Now we are paying the Affidavit of Support fees online for her mom and dad. After paying the $70 the status says "paid", but under IV Application Processing Fees it says "Not invoiced" for her dad. Is this normal? I'd like to proceed to the I-864 but the webpage specifically says not to proceed without notice from the NVC. Does the NVC send you a notice telling you when you can proceed to the I-864 packet? I printed the cover page with the barcode on it and everything but wasn't sure if I was supposed to wait for NVC to tell me to proceed. Or was just paying the AOS fee online good enough? Sorry for the confusion.

What NVC site shows is absolutely right. You paid for AOS, which means you can print out a bar coded cover sheet and send your I-864 with it. The part you are confused is IV App Processing Fee, which will only be generated after NVC receives your DS3032. Once NVC receives the DS3032, then your IV App Processing Fee will show up as "Invoiced" and you can use the same IIN no to pay that fee online. After you pay the IV fee, you'll follow the same procedure as AOS fee, where you wait few days and print out a bar-coded cover sheet and mail your DS230 with it.

In other words: AOS fee paid --> send I-864

IV fee paid --> send DS230

I forgot to add a note:

If both your parents are being sponsored, then you only need to pay 1 AOS fee (which you probably figured it out), but you've to pay IV fee individually for both your parents (so for your mom it'll be $400 and your dad it'll be another $400).

Another note, the Invoiced option for IV fee bill can show up online as payable a day before the IV fee bill is actually generated. I would strongly advise you not to pay it based on online. Call the NVC no and either listen to the AVR or talk to the Cust Service rep and if they say that the IV bill invoice is generated, then only pay it online. I learned it the hard way. As soon as I saw the Invoiced option online, I paid it. But the invoice was not generated in the system. So, it sat there with PAID status without the confirmation no, until after 4 days or so it got rejected, then only I was able to pay it online. In my case, the online showed Invoice during the day, but the invoice in NVC system was not generated till next day. Hope that helps.

Yes. And, u probably should start gathering all that info if u want to expedite the process. I've seen some profile's where they've completed the NVC process in as less as 14 days. This link will show you what documents u need for AOS and DS230 ... Link to NVC documents

If you are designated as the agent, you can submit on their behalf, but make sure the beneficiary signs the form. If you aren't sure about mail system at your beneficiary's country, which was my case, I asked them to send everything to me via Fedex and I mailed it to NVC.
