I would like to get my Mother in law a visa for a visit.

In the past I heard it was difficult now I hear it's not so hard, what are the steps involved?

I saw forms at the embasy website which are to be filled out on-line but only in English, would I need to get a translator to help MIL to do them? IS a invitation letter still being used?

Has anyone from Russian done this recently?

The sooner the better I can do this as airfares will be on the rise as spring approaches.

I got the SIL (I better not say I, even though I did all the paperwork and then mailed it to her with sticky "sign here" notes attached) a visitor visa last year about this time.

Basically, they have to apply themselves over there but you can do all the paperwork here then have them sign it. Follow the B visa check list here on VJ (visitor visa/tourist visa) and then sign it where it says "person preparing form." Send it to her and then have her apply at the nearest consulate. Pretty easy, actually.
