Unable to get police certificate

Hi all. Well we just found out that my fiancé was never registered with the CRO in St Maarten and under the guidelines you need to be registered to get a police certificate. So this means he will be going to the interview without it. I called the embassy and they said to go to the interview and explain to the person who is doing the interview why he does not have the certificate. We plan on getting a letter from the CRO saying he is not registered and also a legal document from a lawyer in St Maarten saying that the certificate is not available.

My question is will this stop him from getting the visa? Has anyone been unable to obtain a police certificate and still get a visa?

police reports are unavailable for various reasons... if one is not possible to get because it is not available for reason, then they will not refuse a visa for that reason
