I think the general answer would be if you have legal divorce papers (as long as they are legal in the country they were issued) then you should be ok. I don't know that the Philippines would amend the CENMAR unless the divorce was filed by the non-Filipino spouse....

Are you sure they will ask for CENOMAR at the U.S. Embassy in Hong Kong? We interviewed outside of the Philippines and were not asked for Cenomar.

I'm not sure if that the best answer to your question... I have a few questions that might help more clearly answer your question:

Did you include your divorce papers in the initial petition sent to the service center?

What country was your previous spouse from?

What country issued the divorce?

Is the embassy in Hong Kong asking for proof of your singleness in the form of something issued by the gov't?

I am not sure I understand your question; did you get married in the Philippines, but then get divorced in another country (Hong Kong?), because there is no divorce in the Phillipines as far as I know, just annulments. If that happened, and you have your original divorce cert to proof you are now free to marry, then there won't be a problem.

The divorce papers may be the only thing necessary to show the ability to legally marry
